Canary Enterprises approached the city of Vancouver with a development proposal to create a network of neighborhoods that supported an engaging environment. The proposal included developing 500 block of Columbia Street which had been dormant for years. The main objective of the proposal was said to grow local businesses, but also clean up the homeless population that had risen in the area.
Although benevolent and progressive in appearance, the corporation had sinister designs on Columbia Street, as its method of cleaning up the street was to purge out the homeless by recycling them, their meat and possessions via local businesses that it sponsors like La Mancha and Town Hall Vintage Clothing. It has the support of the mayor of the city, who is inferred to be aware of the cruel actions of the business's but justifies such measures of being necessary to listen to the needs of not the people but the city.
